When you are charged depends on which API you use. This is the same whether your plan is metered in monitoring credits or, on plans bought before Planet moved to credits, in download quota.
- Data API — charged when the asset is downloaded.
- Orders API — charged when the order is successfully placed.
- Subscriptions API — charged when data is delivered.

On plans metered in monitoring credits, ordering is charged at the points above. Platform actions such as data activation, clipping and egress are charged separately, as they occur, whichever API you used — see What consumes quota when you order or download imagery.
