Has policy for Education & Research program changed?

I used daily images for spectral analysis only a few times. Therefore, my usage never reached the limit per month. However, since last November 10, 2020, the planet explorer platform says that I have to buy imagery to download.

Has the policy for the Education and Research program changed?
