It is indeed possible for your quota to reach capacity during a download. In such cases, the download attempt will fail, but the allocated quota for your account will still be consumed. Typically, a notification will be presented with the message: "Over Quota: Insufficient API Quota to complete this order." However, this scenario is fully manageable and should not cause concern.
